On Sunday, February 10, at approximately 7:30 p.m., the world lost a strong heart, a beautiful mind and a great voice for God's Good Earth. Dr. Ian W. Marceau, 66, of Aspen Loop in Pawleys Island, South Carolina left this realm, with his beloved wife and children at his side. Mr. Marceau was born on July 11, 1941 in Sydney Australia. His parents were Bert Marceau and Doris Knox Marceau. Mr. Marceau was a Fulbright Scholar. He earned his Bachelor of Science in Agricultural Science and a Masters in Agricultural Economics from the University of Sydney in 1964 and 1966. He earned his PhD in Agricultural Economics from the University of Illinois in 1968 on a Fulbright Grant. He served as Research Assistant Professor at the University of Illinois from 1968 to 1971. He was an adjunct professor of Environmental Studies at Southhampton College, Long Island, NY from 1972 to 74. He was very proud of being the very first director of Environmental Protection in U.S. local government at Huntington, NY and the first director of a private environmental protection office in the U.S. at Bridgehampton. He also served as a senior advisor to the Australian Minister for the Environment in 1975. He was staff director of the New York State Assembly Office of Science and Technology. He served as staff director of the U.S. House of Representatives Sub- Committee on Natural Resources and Environment where he oversaw the drafting and negotiation into law of the Clean Water Act in Washington, D.C. Mr. Marceau was the staff director for the Florida House of Representatives Committee on the Future from 1981 to 1983. He went back to Washington from 1983 to 1986 serving as a Privatization Advisor for the US Agency on International Development. He was a technical advisor to the Indonesian Minister for Research and Technology in Jakarta from 1998 to 2000. His writings are numerous and respected covering scientific and technological subjects of worldwide vision. He was a widely respected international science, technology, business and environmental consultant advising corporations and governments the world over. Mr. Marceau was an inventor as well, patenting the technology which resulted in childproofing firearms. Mr. Marceau came to Pawleys Island to retire and surf fish. However, he couldn't stay retired long. He volunteered his expertise and fighting spirit to a host of conservation organizations as well as friends in need. He was a fierce competitor and a loyal friend. His life's work reaches out to those who associated with him to carry on with his vigor. In addition to his wife of thirty years, Carol Ann, he is survived by his daughters, Kimberly of Scottsdale, AZ and Allison Pekich of Holly Springs, NC; son-in-law, Shane Pekich; grandchildren, Carter and McKenzie Pekich; his younger brother, Robert, and sister, Margaret Killips of Canberra, Australia. Mr. Marceau also leaves a host of friends, associates and colleagues all over the world who will miss his candor, wit and intellectual direction. Services will be held at 4 p.m. on Friday, February 15, 2008 at Goldfinch Funeral Home, Litchfield-Pawleys Chapel, officiated by the Very Rev. Ed Kelaher. Memorials may be made to the charity of one's choice.
