Pawleys Island, SC Joan Southard passed away peacefully on Tuesday, June 25, 2013 at the Tidelands Community Hospice House. She was 89 years old. Born Merle Joan Moore on August 14, 1923, in Electra, Texas, and was the only daughter of T. Leo and Eva Battle Moore. She attended Texas Christian University at age 17 and graduated in three years with a double major in music and education. Joan met and married the late L.G. "Bubba" Southard, Jr. in 1945 and having grown up in the oil production business with her parents, she and "Bubba" followed in their footsteps and pursued that career in Electra, Texas and Ada, Oklahoma. Joan prior to moving to Oklahoma taught school in Texas for three years. In 1964, they moved to Washington, DC where Joan began a career in the Federal Government; first with Lyndon Johnson in the White House, then to the Embassy of Iraq. In 1966, she began a long, distinguished career serving as Chief of Staff to a succession of Congressmen, the longest term being with Rep. Delbert Latta of Ohio. In this position, she had the opportunity to travel extensively all over the world. Joan retired in 1990 and moved to Pawleys Island where she and her husband had purchased property. She was a volunteer for many years at the Smith Medical Clinic, a member of Holy Cross Faith Memorial Episcopal Church and she served for 10 years as President of the HOA at Salt Marsh Cove. She was pre-deceased by her husband of 38 years. Survivors include her son, Lawrence G. Southard, III and his wife, Kris; her grandson, Lawrence G. "Bo" Southard, IV and his wife, Eloise and one great-granddaughter, Landon Glover Southard. Special thanks go to the staff at Tidelands Community Hospice, The Lakes at Litchfield and Waccamaw Hospital. Memorial services will be held at Holy Cross Faith Memorial Episcopal Church on Thursday, June 27, at 3:00 p.m. She will be buried at Quantico National Cemetery in Quantico, VA, alongside her husband at a later date. In lieu of flowers, memorials can be made to Smith Medical Clinic on Baskerville Drive in Pawleys Island and/or Tidelands Community Hospice at 2591 N. Fraser Street, Georgetown, SC 29440.
